Earlier, the Union Ministry of Home Affairs had issued an order on the 24th of April stating that all shops in residential complexes and market complexes, except shops in multi-brand and single brand malls, referring to shopping malls in general, in rural and semi-rural areas will be allowed to operate.

For municipalities and metropolitan areas, neighbourhood shops, standalone shops, and shops inside the residential complexes will be allowed, but shops in shopping malls are to remain closed as per the earlier rules.
